Armenian Institutional sector

Scientific Research Institute of Energy CJSC – The Energy Research Institute (Armenian Scientific Research Institute of Energy) started its activities in 1948 as Laboratory of Electrical Engineering and afterwards as Institute of Electrical Engineering in structure of the Academy of Sciences of Armenia. In 1963, the Institute of Energy became a separate organization subordinate to the Ministry of Energy and Electrification of the former USSR and since 1992 to the Ministry of Energy of the Republic of Armenia. During its existence, a number of subdivisions have been separated from the Institute of Energy and four new scientific research institutes have been formed. At present, the branch – `Energy Strategy Center` – is functioning in the structure of the Institute of Energy.

ArmSEFF EBRD project – In 2013 European Bank for Reconstruction and Development (EBRD) extended the programme under Phase II ‘Caucasus Energy Efficiency Programme’ scaling up its operations in Caucasus: Georgia, Armenia & Azerbaijan with a 65 million USD credit line to cover corporate as well as residential sectors. Under this scheme, one can receive 10% to 15% of the loan amount as an Investment Incentive Payment. EBRD together with its Donors provides these Investment Incentive Payments to eligible companies and individual investors in Armenia. With the help of its partner banks, EBRD has launched a credit line in Armenia, meant for Armenian private businesses of all scales and sectors as well as individuals who intend to invest in energy efficiency or renewable energy projects. This credit line is part of the Armenian Sustainable Energy Financing Facility (ArmSEFF).

Armenian Association of Energy Engineers – The main mission of the Armenian Association of Energy Engineers (AAEE) is to promote national and regional energy and ecological issues solving and to contribute to energy engineering sustainable development for the benefit of society. The activity of Association is directed to the welfare of the nation, its future prosperity, national safety and stability achievement for future generations. Areas of expertise: dissemination of information, promote increase of awareness, culture and mentality in energy field among population, children, energy consumers.

Renewable Resources and Energy Efficiency (R2E2) Revolving Fund/WB – The Fund started its operation in 2006. It has been established by Government of Armenia as an independent NGO following the provisions of “Law on Energy Efficiency and Renewable Energy” of Armenia. The mission of the Fund is to facilitate investments in energy efficiency and renewable energy in Armenia. Within a short period, the Fund gained a reputation of a reliable advocate for sustainable energy development in Armenia.
Under the umbrella of one organization, the Fund provides an array of comprehensive assistance to renewable energy and energy efficiency project developers, investors, banks, condominiums, researchers, etc. It is professional expertise for government in issues related to the green energy development strategy and legislation. The Fund continuously analyses situation identifying barriers and proposing solutions to the government responsible agencies.

“Alliance to Save Energy” Armenia BRANCH – The Alliance to Save Energy promotes energy efficiency worldwide to achieve a healthier economy, a cleaner environment and energy security. To achieve this mission, the Alliance:

o Leads worldwide energy efficiency initiatives in policy advocacy, research, education, technology deployment and communications that impact all sectors of the economy
o Provides vision and activism which includes active and engaged members of Congress, leaders from business, the public interest sector and academia
o Initiates and participates in public-private partnerships, collaborative efforts and strategic alliances to optimize resources and expand its sphere of influence
o Executes its mission through a team of recognized energy efficiency experts and professionals

Builders Union of Armenia – The Builders Union of Armenia as a business association was established in November, 1999, Since July 2005, Gagik Galustyan is the President of the BUA. He is also the Vice-president of the International Builders Union. The Builders Union of Armenia keeps close working and friendly relationships with the similar non-governmental unions of some European countries as well as the Builders Unions of CIS countries, especially those of Russian Federation. www.buildersunion.amThe Builders Union of Armenia is a member of the International Builders Union and the President of BUA is the Vice-president of IBU.

Union of Manufacturers and Businessmen (Employers) of Armenia – The inherent feature of the UMB(E)A activities, which has great authority in Armenia as well as in foreign countries, is the active participation in improving the economic legislation and protection of interests of local manufacturers, development of international business co-operation, creation of mutually beneficial relations for companies inside Armenia and abroad.

Distinctive projects

ESIB Innogate programme – ESIB stands for Energy Saving Initiative in the Building Sector. ESIB is a project funded by the European Union within the framework of the INOGATE programme. The INOGATE Programme supports energy policy cooperation between the European Union and the INOGATE Partner Countries. ESIB will be implemented in INOGATE Partner Countries until January 2014.

Sustainable Energy Finance Project at IFC – The IFC Armenia Sustainable Energy Finance Project aims to establish a sustainable market for investments in energy efficiency and renewable energy. The project works with local and international financial institutions to develop Armenia’s energy self-sufficiency.
